clear in the course of the next twelve years as we seek to make Hong Kong's law and institutions increasingly self-sufficient. In the

time available before the ratification date it would not have been

practicable to survey the entire corpus of UK legislation as it affects Hong Kong and to list the changes necessary. The list will be long. Many of the changes will be technical, but since Orders made under this section will be subject to negative resolution procedures, the House will have an opportunity to debate

them if it wishes.
