The people of Hong Kong attach very great importance to retaining

British nationality. It was made absolutely clear at the time of

the assessment exercise in Hong Kong and at the time of the debate

in this House that the "appropriate status" referred to in the UK Memorandum would be a form of British nationality.

That Memorandum represents a commitment which the Government are bound to uphold. There can be no going back on these commitments, which were a crucial part of the package which the Hong Kong people found an acceptable basis for their future.
