ACTUAL TEXT

NATIONALITY

2.- (1) Her Majesty may by Order in Council make provisions whereby-

(a)

(b)

British Dependent Territories citizenship cannot be

retained or acquired on or after the relevant date by virtue of a connection with Hong Kong; and

persons who are British Dependent Territories citizens

by virtue of any such connection may before that date

(or before the end of 1997 if born in that year

before the relevant date) acquire such new form of British nationality as is specified in the Order.

EFFECT OF THE AMENDMENT

The practical effect of Mr Powell's amendment, taken with his

previous amendment, would be to allow former BDTCs to obtain a

travel document which could be, but need not be, a passport.

The intention of this amendment is not clear, but presumably Mr Powell is trying to limit the adverse consequences of his proposal that former BDTC's should not acquire a new form of British nationality. Thus while he wishes to deny them passports, he does
