It is the Government's intention that the BN status

Consular Protection in third countries. They will have a

right to registration as British citizens on the same

terms as BDTCs. They will not enjoy benefits that are not

conferred by BDT citizenship, such as the right of abode

in the UK.

The Government realise the importance of ensuring

international recognition of the new passports and have

undertaken to make every effort to explain the new

arrangement to Third Countries. This will be done between

the enactment of the Order in Council and the issue of
