the Government would need to oppose any attempt to introduce in the

Order any provisions that were contrary to the UK Memorandum, and

which would jeopardise the agreement.

I know that this will not satisfy the rt hon Member for Down South who made it clear that he would continue to press for a separate

Bill dealing with nationality for his own reasons. I can only say

that I do not share his views. The creation of a new form of

British nationality for those who must lose BDTC in 1997 was

essential to securing the acceptability of this agreement in Hong

Kong.

I hope the assurances I have given will satisfy the House as a

whole, and I hope that the Committee will reject the amendment.
