5. Undertaking of HMG to the people of Hong Kong
During the debate on the Second Reading of the
Bill, HMG's intention to honour her promises must be
substantiated by positive action. This may be accom-
plished by :-
(a)
(b)
rejecting Mr Enoch Powell's amendment;
postponing both the Committee Stage and
Third Reading until an appropriate
nomenclature of the new British status &
is found and proved acceptable to the
people of Hong Kong;
(c) subject to the nomenclature of the new
British status being acceptable to the
people of Hong Kong, undertaking in the
House of Commons that an Order in Council
will be made within a year of the passage
of the Bill;
(a) giving a further undertaking that the Order

in Council in draft form will be fully debated
without any time limit imposed in each
House of Parliament and approved by a
resolution;
providing an assurance in the House of
Commons to treat all aspects of nationality
contained in the Hong Kong Bill, including
the minority issue, in one Order in Council;
and
agreeing to consult UMELCO on the changes
in the new passport as well as the date and
arrangements for its introduction.
