HONG KONG BILL: REPORT STAGE AND THIRD READING

1 The Parliamentary Clerk telephoned today to pass on information he has gleaned from the Chief Whip's office on the handling of the Report Stage and Third Reading.

If any amendments are made to the Bill in Committee Stage there will have to be a Report Stage and the Minister will need to make a speech on the revised Bill.

If the opposition persist in their motion "That the question not be put forthwith" there will need to be a debate on the Third Reading. The PPS will need to discuss with the opposition what form that debate will take. The Minister will either be required to make a opening and concluding speech or simply to move the Third Reading at the beginning of the debate and then make a substantive winding up speech.

In neither case should we start preparing a speech until we have seen the opposition's reaction to our position on Orders in Council.
