I have seen the Foreign & Commonwealth Secretary's minute to you of 24 January.

Parliament

I agree with what the Foreign & Commonwealth Secretary proposes.

However, I think I should mention one possible danger. may realise, if it has not already done so, that the Memoranda are associated with but do not actually form part of the Agreement. Some Members may therefore try to take the opportunity to press for changes in the draft Order which would conflict with the terms of the UK Memorandum.

I hope it can be made clear that this will not be acceptable. The Memoranda and the Agreement form part of a package, and the terms of the UK Memorandum are not negotiable. Ministers have made it clear during the debate that the amendments necessary to nationality legislation will flow directly from the provisions of the UK Memorandum. At the end of the process of consultation and debate the terms of the Order must remain con- sistent with the Memorandum.
