ey point is that the Basic Law must stipulate those
Chinese policies for Hong Kong which are set out in the
Joint Declaration and in Annex I. One consequence is
that the freedoms enshrined in the agreement must be
protected by the Basic Law, and another is that the
legislative authorities of the SAR will have no power to
make laws which conflict with the Basic Law.
