There may well be a very large number of such amendments

during the next 12 years and they would create a

substantial amount of work for Parliament under positive

resolution procedures. The Government is therefore

convinced that negative resolution procedures are the

most suitable.

self-defeating, since Hong Kong laws must be able to

stand independent from UK statute law by 1997.

Legislation of this kind will have to be introduced in

Hong Kong, not Westminster, and the object of this

section of the Schedule is to enable us to make Orders

giving them the necessary power.
