1. Because of leave I have only just seen Mr Hum's submission of 28 December which recommended a list of ministerial backers for the Hong Kong Bill.

2.

I am afraid that members of the House of Lords cannot back

a Bill being introduced into the Commons, the names of Viscount Whitelaw and Lady Young will therefore need to be deleted.

3. I am contacting the relevant Government Departments to ensure

that the other Ministers listed do not object to their names being used.
