These Ministers are all members of relevant Cabinet sub-committee on
Hong Kong. We have also approached Mr Heseltine and Mr Tebbitt, who
are also members of the sub-committee. Mr Heseltine is out of the
country and cannot be contacted. Mr Tebbitt has not yet replied, for obvious reasons. If he agrees in time he will also be
included.
Recommendation
14.
Recommend that Bill be approved for immediate introduction to
House of Commons. Hope second reading can take place after minimum
delay, and priority can be given to all subsequent stages.
