Government should ensure

there is ample opportunity for Hong

Kong to express views on Bill. Draft order should be

introduced on tentative basis with green edges.

Basic Law: China should formulate it by 1990 to end

uncertainty in Hong Kong. Asked for assurance on judicial

review of clashes between Hong Kong law and Basic Law.

Nationality: When will Hong Kong people get new passports?

Period of dual validity may be necessary. Must ensure other

states aware of status and value of new passport.

Should be longer period between 2nd Reading and Committee

stage so Hong Kong views can be made known; Orders in Council

should also allow sufficient time for this.

Regular debate should be held on Hong Kong with adequate time

provided by Government.
