title of the new nationality status should if at all possible be

incorporated in the Bill, at the second reading stage at the latest.

But the Committee should be left in no doubt that it is difficut to

dream up a title which is acceptable to all the parties concerned.

Detailed questions relating to the Parliamentary handling of the

nationality provisions can best be worked out bilaterally with the

Home Office. They are likely to propose that one of their Ministers

should play an active part in handling the nationality aspects of

the Bill at the second reading and Committee stages. This seems to

me entirely reasonable, given that these fall primarily within the

Home Office's sphere of responsibility.

4. The meeting of the Legislation Committee will be attended by

the Parliamentary Counsel responsible for drafting the Bill. I

understand that it is permissible, although exceptional, for a legal

adviser of the department sponsoring the Bill to attend, although

the approval of the chairman should be sought in advance. No doubt

Mr Eldon will let me know if Lady Young would like a legal adviser

to accompany her.
