The Hong Kong Bill was given its first reading in the House of

Commons on Thursday 10 January and and published immediately

thereafter.

The purpose of the Bill is to enable the Government to implement the Sino-British agreement on the future of Hong Kong which was signed by the Prime Minister and Premier Zhao Ziyang in Peking on 19

December

1984.

The agreement consists of:

A Joint Declaration, in which the United Kingdom declares that it

will return Hong Kong to the People's Republic of China in 1997,

the Chinese Government declares in broad outline its policies

towards Hong Kong, and the two Governments agree to implement

these declarations and the Annexes;

Annex I in which the Chinese Government expands on different

aspects of its policies towards Hong Kong;

Annex II which sets out the terms of reference and outline

working arrangements of a Sino-British Joint Liaison Group, to

act as a forum for consultation up to the year 2000;

Annex III, which provides for the continuation of land leases and

for future land grants.

There is an associated Exchange of Memoranda on the status after

1997 of people who are now British Pendent Territories citizens

by virtue of a connection with Hong Kong.
