Mr. Richard Luce led a discussion on the Hong Kong Bill and mentioned the few remaining matters of contention, namely, the Annual Report suggestion and the Order in Council procedure for legislating on nationality. Matters arising from the discussion which ensued included: -

1. The need to press for world-wide acceptance of the British National (Overseas) title (Paul Bryan).

The question of the rights of stateless non Chinese eg. the right of Indians who were still Indian nationals to return to their own country (Baroness Vickers).

The transfer of British Overseas Citizenship by otherwise stateless non-Chinese to future gener- ations (Lord Geddes).

The right to remove capital after 1997 (Baroness Vickers).

The condition of the Vietnamese boat peoples' camps (Barry Sherman).

The question of improvement of Hong Kong penal institutions and the holding of persons, including juveniles, in custody or remand. Is there an independent Inspectorate as there now is in the UK (Kilroy Silk).

7. What amendment needs to be made to the British

Nationality Act to accommodate the new BN(0) proposal (Lord Geddes).
