Only with legislation can we be certain that we can fulfil our

obligation under Annex II to provide diplomatic privileges and

immunities to the Chinese members of the Group who attend

meetings in London. This provision

is therefore necessary to

enable the Government to ratify the agreement.

The case of the Joint Liaison Group is not covered by the

Diplomatic Privileges Act of 1964 nor by the International Organisations Act of 1968.
