HONG KONG BILL:/REPORT STAGE AND THIRD READING
1.
I understand that the committee stage, report stage and
Third Reading of the Hong Kong Bill will be taken on
Monday 28 January. The Guide to Legislative Procedures
does not cover this rather unusual case, and I would
be grateful for your guidance on what material we should
provide for Ministers. I assume that it will include:
(a) Notes on Clauses
(b) Notes on Amendments
(c)
Speaking notes on "Clause stand part"
Will it also be necessary to prepare a speech for the Third
Reading, which I understand takes the form of a debate? A
brief note on the procedure to be adopted on 28 January
on the basis of the advice of the Parlimentary Managers
would be very helpful.
