The solution I should favour to the problem posed in your minute of 21 October to Mr Dinwiddy is that the Hong Kong Government, who appear to be the main users, are encouraged to pay the rate for the job. We then pay them hourly rates (if we have to) according to our needs.
Are there not precedents for such arrangements with long
Kong?
