6. Visits by Chinese Leaders will need to be looked at on a case by

case basis. When visits to Hong Kong were suggested at the end of

last year and the beginning of this year by Deng Xiaoping and Zhao

Ziyang, the Governor saw real problems in the security field and in

giving the impression to the people of Hong Kong that the new owners
