The sub-Committee of the MVC met on 24 October to
consider Departmental proposals for bilateral visits overseas in 1986 by the Prime Minister, the Secretary of State, and
other FCO Ministers. I submit the sub-Committee's conclusions.

We had intended to submit with the conclusions a draft
letter to No. 10 containing the overall Office view of where we think the Prime Minister should go next year.
However,
the pros and cons of the visit to sub-Saharan Africa,
which would be the main feature of the programme, have been complicated by a number of developments since the sub-Committee met, in particular the Commonwealth Mission on South Africa. We think therefore that it would be preferable to defer sending
a letter to No. 10 for the moment.
