Joint Liaison Group an important forum continuing discussions with the Chinese. First meeting got off to

to a good start. As announced by the two sides, agreement reached on working methods and on Hong Kong's continued participation as a member of Asian Development Bank after 1997. Confident that second meeting in Peking in November will continue in same vein.

Under Annex II proceedings of the Joint Liaison

Group are confidential, unless agreed between the two sides. Main subjects for discussion in this early period are, as stated in the Annex, Hong Kong's participation in GATT, MFA and other international arrangements and continued application of international rights and obligations affecting Hong Kong. A lot of work to be done. Good start made on GATT, MFA etc at first meeting and discussion will continue in November in Peking.
