When contrasted with the case of Yuen Long Industrial Estate Layout, the compensational methods become contradictory.
The Yuen Long Industrial Estate was rezoned as Zone A since it was designated as a layout area. However, earth and water was needed to realise the development and two roads were constructed to facilitate the transportation of the raw materials. However, the quarry, cathment and the two roads were also rezoned 'layout Zone A' for reasons unknown and the land resumed for these purposes were compensated for at the full rate (LOOK at Map 2).
When these two cases are seen in parallel there appears to be a grave error in the government's calculation of compensation rates for resumed land in San Tin.
