Introduction
3.1 This development area occurs in the Western Valley along Castle Peak Road. Non-polluting, light industrial uses will be permitted, most likely developed in two stages.
3.2 STAGE ONE: This first stage is in- tended to cater to immediate regional needs by allocating large open space storage areas and workshops space. These will serve to reprovi- sion existing industrial uses on short term waivers in San Tin and the adjacent region.
STAGE TWO: The next stage of deve- lopment will be a redevelopment of stage one into larger industrial lots as demand increases for larger, more labour intensive industries such as electronic assembly and packaging. In order to enhance the attraction of the San Tin in- dustrial area, a stock of low cost rehousing units is being planned in the adjacent com- munity. A cooperative industry housing venture could be feasible along the lines of the Japanese "Zaibatsu". In this arrangement, the employer creates a stable work force by providing worker housing and other basic living requirements.
