The goals of this Company are fivefold:-

First, to encourage community expansion and improvement through urban and rural development in San Tin by grouping all the local people together to develop in a comprehensive way, thus discouraging the kind of piecemeal development destroying and polluting many village regions;

Second, to represent the village people in all planning and development-related negotiations with Government and private consultants;

Third, through local initiative, to let Government know the thinking of the San Tin village people by financing and assisting a team of private professional consultants to collect and analyse all relevant local and regional data, thereby providing orderly and professionally-prepared plans and development strategies to Government planning standard; thus encouraging and assisting Government in considering comprehensive village-based urban-rural community improvement within the San Tin watershed region;

Fourth, once comprehensive planning strategies are finalized and a development process approved, to contact all landowners using family influence and clan organizations here and abroad to assemble all development land, to handle all village-related matters, and to assist Government in every way possible to improve the community future of the San Tin village people; and

Finally, to initiate and smooth the "start-up" new urban development process in San Tin; then to step-out (turning urban development responsibility over to a large developer/landowner joint venture) and with Government and consultant assistance, to oversee the community improvement process in an advisory capacity. 4.2.2 Over the past 2 years, with the support of the San Tin Rural Committee and the encouragement of Government, the STDMC assisted in the collection of the past and present development related facts essential to the initiation of any future com- munity improvement process, fulfilling the first of the six basic steps of planning. Next, consultants analysed these facts within their larger N.W.N.T. & Colony-wide regional contexts to determine how a new village future might be shaped. A future programme projection and development strategy was then prepared. The document before you summarizes in brief the findings and recommendations of this 3-tiered collection, analysis

and future planning procedure.
