HONG KONG: MAN CLANSMAN
1.
Christopher Chope MP brought a delegation from the Man Clansman Association to see Mr Renton this morning. They turned out to be a dozen representatives of the 6,000-strong Man Family who believe that they are being inadequately compensated for a new motorway being built across their land in the New Territories. I attach a letter from the Chairman of the Association to Mr Chope setting out the background.
2. Mr Renton made it quite clear that the Hong Kong Government was responsible for questions of civil development and of compensation for land subject to compulsory purchase. HMG had neither the power nor the wish to interfere. All he could do was find out from the Hong Kong Government how matters stood and write back through Mr Chope to the Chairman of the Man Clansman Association.
3. Mr Renton would like to be in a position to write briefly to Mr Chope when he gets back from Hong Kong, saying that he had looked into the Man problem while he was there. It seems to me that the best solution may be for you to alert Hong Kong to this morning's call and ask the appropriate Department in Hong Kong to let Mr Renton (or me) have an explanatory note while he is there at the end of this month.
