OPENING OF THE NEW LEGISLATIVE COUNCIL BUILDING:
30 OCTOBER

1. As you know, the Governor will be opening the Legislative Council building in the presence of Mr Renton inter alios, on the afternoon of 30 October. the Governor will say a few suitable words. of the Hong Kong Government Office Press Department has asked me whether Mr Renton will wish to make a speech on that occasion. Having consulted your department, I understand that the answer is no. Mr Brown tells me, however, that the Hong Kong Government Information Service are producing a commemorative publication, to coincide with the opening and wonders whether the Minister might not contribute a message of good wishes to that publication. I mentioned the idea informally to the Minister earlier this week, who said he was, in principle, happy to do so.

2. Do you see any difficulty over this? possible draft of the sort of message suitable on these occasions. It will presumably be necessary to clear it with the Governor.
