PROPOSED PUBLICITY ARRANGEMENT FOR MR RENTON'S VISIT TO HONG KONG, 27 - 31 OCTOBER
1. The attached telegram from the Director of Information Services in Hong Kong makes proposals for the Ministers' encounters with the media during his visit. I have compared them with previous visits by Ministers of State, viz. Lord Belstead and Mr Luce, and suggest the following amendments:

Monday 28 October:
exclude "fixed position" after the Minister's visit to the Bowring Closed Refugee Centre. The Minister, on past experience, will be accompanied by a dozen or more reporters to whom he can make extemporary remarks during and immediately after the visit. To arrange a "fixed position" suggests that he will have an important message to convey about the closed camps. I recommend that he reserve comments about the general policy of closed and open camps until his press conference. This will in no way preclude his making extemporary remarks, for which I will provide briefing on the humanitarian efforts of the relief agencies and the Hong Kong Government.
Tuesday 29 October: excise provision for Mr Renton to say a few words to reporters after the EXCO meeting. The EXCO meeting is confidential and there is nothing Ministers can usefully say about the meeting without seeming defensive and uncommunicative. The Hong Kong press would indeed be surprised if the Minister spoke to the press after that meeting.
Tuesday PM and Wednesday AM:
I agree that it would
be helpful for the Minister to say a few words to reporters after his visit to Kwun Tong and Tai Po Districts.
