Successful project with major role for GEC not only in UK commercial interest. Will also underline quality

of political relations between Britain and China and generate further confidence in ability of Hong Kong, Britain and China to work together in promoting Hong

Kong's prosperity.

3. HMG therefore doing everything possible consistant with international obligations to provide favourable || financial terms. Latest proposals constitute most

generous export credit we have ever made available.

4. GEC have made massive effort to meet Chinese demands on price. Negotiations now at critical stage.

5. (If asked) Cannot provide soft loans for this project without breaking international commitments.
