Australians by explaining to them that the whole idea of separate Air Service Agreements between Hong Kong and third countries was raised with the Chinese during the negotiation of

the Joint Declaration and that we see no need to raise it

again. We should much prefer not to approach the Chinese as it

might give CAAC an opportunity to try to impose conditions on

the unscrambling exercise, if they were so minded.
