Joint Liaison Group an important forum

continuing discussions with the Chinese. First meeting got off to a good start. Confident that second meeting

in Peking in November will continue in same vein.

Under Annex II proceedings of the Joint Liaison

Group a re confidential, unless agreed between the two

sides. Main subjects for discussion in this early period

are, as stated in the Annex, Hong Kong's participation in

GATT, MFA and other international arrangements and

continued application of international rights and

obligations affecting Hong Kong. A lot of work to be

done. Good start made on GATT, MFA etc at first meeting

and discussion will continue in November in Peking.

development of representative Government

Hong Kong has not been discussed in the JLG. The Joint

Declaration makes clear that Britain will be responsible

for the administration of Hong Kong up to 1997.

POINTS TO MAKE TO HKG OFFICIALS AND UMELCO MEMBERS

Important to use JLG constructively, while blocking

Chinese attempt to interfere through it in administration of Hong Kong. Clear that it is best forum

for getting co-ordinated responses and decisions on Hong

Kong matters from Chinese machine.
