MR LUCE'S VISIT TO CHINA, 19-25 SEPTEMBER

The Minister may find it helpful to be brought up to date on arrangements for his visit to China.

1.

Programme

2. Following my submission of 30 July, our Embassy in Peking put forward the attached revised programme, incorporating Peking, Shanghai, Canton and Shenzhen. This was put with your approval to the Chinese, on the understanding that Mr Luce had not personally approved it but would be unlikely to seek major alterations. The Chinese have so far said that it looks acceptable in outline, but that detailed changes might be necessary to accommodate the commit- ments of Mr Luce's interlocutors.

3. On the strength of your advice, and that of PS/PUS (who stayed at the Consul General's residence with the PUS in June) we have told the Chinese that Mr Luce will be accommodated in Shanghai by the Consul General (Mr Trevor Mound). Details of the second Shanghai lunch are given in paragraph 5 of the submission of 30 July. It would be helpful to know whether Mr Luce can agree to the interview by the World Economic Herald referred to therein.

Briefing

We have commissioned briefing on the basis of the agenda in my earlier submission, which has also been put to the Chinese.

Gifts

5. The Embassy in Peking have suggested that Mr Luce gives a small piece of silver to Vice Minister Zhou Nan. They advise that you also take in reserve, smaller gifts (e.g. House of Commons glass or china) for possible presentation to the Mayor of Shanghai and the Governor of Guangdong, in case they themselves proffer gifts. In fact I think small presentations to both would be advisable, even if they do not offer gifts themselves. The Governor of Guangdong's predecessor gave Mr Luce a gift when he visited Britain last year. Protocol Department will contact you directly about detailed possibilities.
