MINISTERIAL RESPONSIBILITIES

1. I spoke to Mr Renton this morning. He told me that the Secretary of State had indicated to him on the telephone on 4 September that it was his intention that Mr Renton should take on the entirety of Mr Luce's responsibilities, plus GCHQ.

We had a particular word about Hong Kong, given the considerable interest there in the succession to Mr Luce, and in the fate of the visit he had planned to make to Hong Kong (and Indonesia, for a Heads of Mission Conference) at the end of October. Mr Renton told me that he would be delighted to take on responsibility for Hong Kong's affairs at Minister of State level, provided the Secretary of State was content. He would not be able to carry out Mr Luce's planned visit to China and Thailand this month, but would very much like to proceed with the Hong Kong/Indonesia visit, beginning on 28 September. October.
