29 April. It noted (para 14 of record) that Mr Luce planned to
visit China and Thailand for ten days in September 1985 and Hong
Kong and Indonesia in October. The meeting concluded that Brunei
had no immediate priority. Malaysia was not discussed.
Thailand
5. The Thai Foreign Minister extended an invitation in December
1983 for Mr Luce to visit Thailand in February 1984. This did
not prove possible. The Thais were disappointed that the Prime
Minister was unable to include Thailand in her South East Asian
tour in April 1985 and Air Chief Marshal Siddhi repeated his
invitation to Mr Luce when he visited the UK just before Mrs Thatcher
left. The Thais are feeling exposed and need international support
in the light of the current Vietnamese offensive on their border.
Mr Channon has provisional plans to go to Thailand in July. But a
visit by a Foreign Office Minister to underline the importance we
accord to our political relationship is overdue, particularly given
their current membership of the Security Council. A three day
visit would suffice. I understand that Mr Luce would, in principle,
be free for this purpose from 17 to 19 September or from 23 to 25
September depending on when he went to China. Mr Staples believes
these dates should be convenient to the Thais. We would expect the
visit to include calls on the Thai Foreign Minister and officials,
Squadron Leader Prasong (Head of the National Security Council),
