2. We understand that Sir Edward Youde made the original
suggestion that Mr Luce should stop over in Hong Kong during his
return journey from Peking, in order to enable Mr Luce to brief
him on any significant developments during the trip. Flight
schedules have now dictated that this stopover should be for 10
hours.
3. We have submitted preliminary recommendations to Mr Luce on
how he might occupy his time during the stopover. We have not
consulted Sir Edward Youde, but would be grateful for your views
on the following suggestions for a draft programme with which,
subject to your comments, Mr Luce is content:
