Dear Len
I am writing to seek permission for my Minister to visit Hong Kong from 17-20 September 1985.
As I explained by telephone yesterday to Alan Holmes, this is a slightly unusual visit in that Mr Morrison will be attending in a quasi-personal/Ministerial capacity as a result of an invitation received yesterday from the Hong Kong Vocational Training Council.
Mr Morrison met the Council when he visited Hong Kong last September and, at his invitation, they have just completed a reciprocal visit to Britain. The Council are extremely keen that my Minister should be the principal guest at the opening of their Training Centre by the Governor on 20 September. Mr Morrison would take a Private Secretary because he intends to carry out a full programme of visits to training establishments during his short stay.
The Council will pay all the travelling and other costs of the visit for the Minister and his Private Secretary.
The Chairman of the Council has said that he would be grateful if my Minister could let him know, before he returns to Hong Kong on Monday, whether he will be able to accept this invitation. If at all possible I should therefore be very grateful if you could let me have an early reply.
