To monitor the development of Hong Kong/China relations including economic relations and to establish such working groups and/or sub-committees as may be required; to consider policy implications of these developments; as appropriate to decide, or to make recommendations to the Governor and/or ExCo, on matters beyond the competence of the subsidiary committees and individual Branches and Departments; to decide the. negotiating instructions for the various review meetings.
