Following discussions chaired by the Chief Secretary, it has been decided to revive the machinery for monitoring Hong Kong's relations with China which lapsed during the negotiations on Hong. Kong's future. There will now be an overall committee chaired by the CS, the China Relations Committee, under which will be established a China Economic Committee and a China Infrastructure and Communic- ations Committee. The CRC will also have overall responsibility for the network of Joint Working Groups with Shenzhen and the Border Liaison system.

Details of the new committees showing their membership and terms of reference are attached, together with a chart showing their inter-relationship. It is intended that the CRC should meet about
every two months.

Those Branch Secretaries who are not standing members of the CRC are invited to contact the Secretary, (the Assistant Political Adviser), if they wish to table papers for discussion at the CEC. Branch Secretaries will be invited to participate on an ad hoc Basis in discussions which have a bearing on their work.
