The Secretary of State was most grateful for your minute of 23 July and the comments by Dr Wilson. He found this a useful and shrewd analysis.

He was only able to discuss it briefly and not specifically with the Governor over the weekend. The Governor did not appear to dissent on any of the main points. He wonders whether there is any reason why the Governor should not now be allowed to see this note and comment on it?
