system of its own and did not have to borrow the western or the Chinese form of democracy.

Sir David Akers-Jones: The British Government was very much concerned in the development of HK's political system as Britain is responsible for administering HK until 1997.

John Chan, Director of Information Services designate, in interview with HK Economic Journal: HK Government is responsible for local political reform before 1997 and may discuss with China if necessary. It would not be in the interest of HK, UK and China if local political system remain unchanged before 1997 or become unacceptable to China. The best way is to
