(Financial Daily): Mr Xu's remarks at the Nov. 21 press conference might be partly aimed at the Umelco Basic Law panel because there might be a Legco debate if the paneld launched its work.
(The HK Daily News): Mr Xu's remarks was a "friendly warning". As changes were inevitable, the question was how the Joint Declaration could lead to reasonable and sensible compatibility between the Basic Law and the representative system.
Communist Papers

(HK Commercial Daily): The mainstream of public opinion favoured no
change or as little
change as possible.
(Free lancer Anthony Lawrence): Xu Jiatun's remarks was very disturbing and
investors confidence in HK would be affected if China continued to interfere with HK Govt's administration.
(Lydia Dunn): She did not know the exact meaning of Xu Jiatun's remark on deviation from the Joint Declaration. Local political development was not going too fast. should go ahead with the 1987 review of the representative govt as scheduled.
HK
* (Ho Sai-chu): The 1987 review should be put back until the contents of the Basic Law were known.
If
