(Ming Pao): HK people
were not enthusiastic about elections because election would not increase the freedom they enjoyed. It was sensible to assume that the current political reform would not guarantee that the freedom and rule of law under the existing system would be preserved over the next 61 years. The reform did not meet the needs and wishes of most HK people.
