HONG KONG: LEGCO (POWERS AND PRIVILEGES) BILL

1.

John Morris QC MP called on Mr Luce this morning, as agreed, to discuss this Bill. Mr Leeks has since prepared a telegram for the Governor (copy attached) which I despatched this afternoon.

Although we did not cover this point in the telegram to Hong Kong, Mr Morris said he thought that the Hong Kong Government's handling of the Powers and Privileges Bill had not been adept politically, and he hoped that the appropriate lessons would be drawn before further legislation of this type was enacted in the colony.

Mr Luce has some sympathy with this view. wonders whether there is any way in which the Governor could be provided with an Adviser with some experience of parliamentary matters in Britain. The role of this person would be both to help on procedure and to advise the HKG on ways of avoiding the kind of reaction which there has been both in Hong Kong and in Westminster to the Powers and Privileges Bill.

Perhaps you could give some thought to this idea. Mr Luce would like to discuss it with you on your return.
