Finally, it has been urged upon ma by a well respected Chinese newspaper editor that the Hong Kong people are extremely sensitive about any restriction of their freedoms, and that it will strengthen their confidence in Bong Kong if we can codify the United Nations Declaration on Human Rights in Hong Kong, I see merit in his argument and would wish to place his request on record for government's consideration, as a seperate issue,
