Should changes or improvements to its provisions be required in the light of experience, the bill can always be further amended in future. The laws of Hong Kong are not static; they are

updated or amended from time to time.

It has also been suggested that the Standing Orders of the Legislative Council should be reviewed before the bill is passed. I wish to point out that the Standing Orders are at present under review, but I do not see the need to defer the bill to await the outcome of the review. Furthermore, the

Standing Orders can always be changed if it proves to be

necessary.

During the transitional period, Hong Kong should learn to stand on its own two feet and manage its own affairs. I firmly believe that the bill is a right step in that direction.
