Finally, it has been urged upon me by a well respected

Chinese newspaper editor that the Hong Kong people are

extremely sensitive about any restriction of their freedoms,

and that it will strengthen their confidence in Hong Kong if we

can codify the United Nations Declaration on Human Rights in

Hong Kong. I see merit in his arguments and would wish to

place his request on record for government's consideration, as

a seperate issue.

Sir, I support fully the Third Reading of this bill.
