The Secretary of State has seen your minute of 14 June and the comments by Dr Wilson. He was grateful for the candour of your note and has commented that Dr Wilson's minute usefully points up some of the lessons that need to be learned from this affair, in particular that there is a difference between gradually accumulating legislation as we have here and the presentation of a whole series of measures in a single bill; and the fact that the legislative experience of other ex-colonial territories does not necessarily provide useful precedents for Hong Kong.

He entirely agrees that we should use this incident to develop better arrangements in future for early liaison between London and Hong Kong on draft legislation.
