PROBLEM
1. We need to reply to a letter from the Rt Hon John Morris QC MP on
this subject.
RECOMMENDATION
2. I recommend that the Secretary of State reply on the lines of the
attached draft.

BACKGROUND
3.
The Secretary of State will be aware of the background to the Bill
in question, which was summarised in Mr Galsworthy's submission of 14
June and my submission of 21 June.
D 4. Mr Luce saw Mr Morris on 24 June and explained to him the background
to the Bill and the further amendment that Hong Kong are to move at the
Committee stage on 26 June. Mr Luce also undertook to ask the Governor
to arrange for

the Hong Kong Law Society Bar
Association and Justice to be seen in Hong Kong before 26 June, in an effort to allay their other concerns about specific aspects of the Bill.
