No good reason to delay measure until after October elections. LEGCO fully capable of deciding rules under which its proceedings should be conducted, and constitutionally fully entitled to do so.

Constitutional development, including position of LEGCO, to be reviewed in 1987. Obviously the working procedures of LEGCO WiLL fall within this review.
