8s delivered by the speakeabsence of our Senior Member, Sir Roger Lobo,
it has fallen to me to wind up on behelf of my colleagues.
1 do not think I can usefully add to the views they have expressed so eloquently and persuasively in the course of this debate, which reflect in general the many hours we have spent in discussion in the UMELCO Office on this important
issue.

We are satisfied that, subject to the extensive amendmente agreed, which will be introduced at the Committee Stage, the Bill before this Council will provide those rights, duties and obligations which are necessary for the orderly and lawful conduct of this Council,
On this understanding, Sir, I am pleased to give my support to the unanimous view of my colleagues that this Bill be read a second time.
